South Africa's Landfill Crisis: What Happens When We Run Out of Space

A Crisis in Plain Sight

Driving past the Chloorkop landfill on the R21 in Tshwane, it is difficult to comprehend the scale. The mountain of waste — some 35 metres high — is visible from the highway. Seagulls wheel overhead. Methane flickers at vents. And trucks arrive every few minutes, adding to what has become one of the defining environmental challenges of urban South Africa.

This is not a Tshwane problem. It is a national crisis unfolding in slow motion.

By the Numbers

South Africa generates an estimated 108 million tonnes of waste per year, of which roughly 60 million tonnes goes to landfill. The country has approximately 826 permitted landfill sites, but many are operating well above their licensed capacity, and the majority are classified as general waste (G:B or lower) — not equipped to handle hazardous or controlled waste streams that increasingly contaminate the general waste supply chain.

The City of Johannesburg's three major landfills — Robinson Deep, Marie Louise and Goudkoppies — were projected to reach capacity by 2027–2029 under existing disposal rates. New sites are difficult and expensive to permit, face fierce community opposition, and take a decade to license.

What happens when a landfill closes?

  • Waste must be transported further distances, increasing costs
  • Illegal dumping escalates dramatically
  • Waste contractors absorb and pass on rising tip fees
  • Municipalities face legal liability for environmental contamination

For organisations that rely on waste collection — hotels, airports, hospitals, office parks, retailers — the cost of "doing nothing" is about to rise sharply.

The Opportunity in the Crisis

South Africa currently recycles or recovers only 12–14% of its waste stream — far below the BRICS average of 26% and the EU average of 47%. The gap between where we are and where we need to be represents an enormous economic and environmental opportunity.

  • Avoids an average of 0.5 tCO₂e of methane emissions
  • Reduces the volume arriving at constrained landfills
  • Recovers material or energy value from what was previously destroyed
  • Generates verified carbon avoidance data for ESG reporting

Organisations that build resource recovery programmes now — composting organics, recycling dry materials, engaging staff in segregation — will be insulated from rising tip fees and positioned ahead of incoming Extended Producer Responsibility (EPR) regulations under the National Environmental Management: Waste Act.
